5.1.2.1 of the current C11 standard says:

    In a freestanding environment (in which C program execution
    may take place without any benefit of an operating system),
    the name and type of the function called at program startup are
    implementation-defined. Any library facilities available to a
    freestanding program, other than the minimal set required by
    clause 4, are implementation-defined.

    The effect of program termination in a freestanding environment
    is implementationdefined.

The phrase "*the* function called at program startup" seems to me to
imply that there is one such function for a given implementation.
It might not be called "main", and it might have different type
than the main function used by a hosted implementation.

On the other hand, if an implementation lets the programmer configure
the identify of the startup function, I don't think that would be
a conformance problem, as long as it's documented.
