The first hit for "mingw download" is a link to sourceforge.net.

The third is www.mingw.org, and I can't think of any good reason not to
download it from there.  Go to the "Downloads" page, then download and
run the installer.  (I just did.)

Since Windows generally lacks Linux-style package management (as far as
I know), if you want to install a package it's almost always best to get
it from the project's own web site.
