I've read that Globalstar has been plagued by premature satellite failures. From 2010 to 2013, they launched 24, just trying to restore their system. Iridium plans to begin launching their 66 NEXT satellites in 2015. They still have a bunch of spares in orbit for the current generation. The lead time for building their satellites used to be 21 days. That could be why they aren't building satellites now.
