I'm not sure what you are trying to illustrate (the png
renders here as white-on-black):
- a digital timing diagram  E.g., the timing relationships
   of inputs and outputs in a digital system (which would
   include "hi", "lo", "don't care", "float" levels) AND
   their causal events (e.g., "this edge coupled with that
   level initiates this transition...")
- task execution (appears to be what the text addresses)
- task *eligibility* (release vs. deadline)
etc.

Lots of "Illustrator-like" tools can be used for this purpose.
Even CAD programs (where you can more readily specify the dimensions
of boxes/events)

Decide if what you are doing is informal or formal and
whether you have (or *care* about "dimensions" for each
of these timelines.

If you are drawing informally or just to show the *general*
relationship between these, all you really need is something that
makes it easy to draw straight lines/boxes.

If, instead, you want to show that this box is exactly "25" in
duration and, if you end up having to displace it "3 units"
in the course of drawing it, you might want a tool that has a
convenient "grid" that it enforces ("snap to") *or* allows
dimensions to be "entered, manually".
