I don't see how you arrive at this conclusion. Assuming the
second parameter is supposed to be 'uint16_t b', it looks to me
like the return value depends on the values of a, b, and c, and
will be zero for some combination of argument values and one for
others. (I believe it also gives the same results for all
implementations that provide uint16_t, but I haven't looked at
that carefully.)
