According to:

http://www.pcworld.com/product/22038/dell_inspiron_9100.html?p=specs

It sports a V.92 modem, 10/100 ethernet, Bluetooth, 802.11a/g. So it
should have wireless. And if it can be seen by at least other computers,
it must be transmitting a wireless signal (assuming that nothing is
wired up to it). Since it is supposed to have Bluetooth, which is
another avenue for a connection. I would peek in the Device Manager and
see what it sees what is there.

So at this point I would power down the Dell and reset your wireless
modem or router and then retry. You might have to power down your
wireless for 10 seconds or more instead of a reset. This is the first
thing I would do.

If sharing isn't enabled, you might not be able to view anything on this
Dell either.
