Of course they should. EVERYONE should. If you witnessed something about 
the criminals (any criminals for that matter) and you won't tell then 
for the security of everyone in the country you must be forced to tell 
what you know even if it takes torture. Even if it takes removing all 
your assets and preventing you from ever earning a living. Nothing 
trumps security. There are no rights or freedoms so important that they 
can't be overridden in the name of national security. That is a given.
