If you by this "steam car" are thinking about something resembling
the classical steam locomotives, please don't invite them to do that.

They are an unmitigated disaster in terms of energy efficiency and
pollution. The thermal efficiency is well down in single digit
percent, and one trip along an electrified 25kV line can lead to
the need to wash _all_ the isolators along that track to get rid
of leakage currents through the coal dust. And it is a similar
disaster in terms of service, operation and maintenence.

This dust is inevitable due to the low combustion temperature
because of the flow along a large tank of water, with a temperature
not exceeding 200C.

This can be reasonably easily fixed by having a smaller, much
smaller burner that heats water to send through a chain of
turbines to generate electricity, and having some battery
capacity; or several burners. 

This improves the sooting, and almost 10doubles the actual
energy output of the vehicle. A steam turbine power plant
can easily have thermal efficiencies in the 60s of percent, 
and with some losses in the electrical propulsion system we
can get to 50. Which beats 4-7 any day.

This technology was known ca 100 years ago, and it amaze
me to this day why it wasn't adopted at least for rail.

It took diesel-electric to phase out the old steam giants; 
introduced first in the 1930s, and came in full ca 1950.
