I don't think this is a browser/cache problem, the device is trying to 
talk to you and you are only shouting ON and OFF.
I doubt a device that's turned off would talk to me, so what does off 
really mean here?
Is it stand-by? Is it sleeping? If so, how do we wake up the device?
Shouting ON doesn't wake it up, reconnecting the browser (phone?) 
apparently does. Can we wake it up without reconnecting?

All of this (and more) is solved by the app, get the app.
