The JSON format doesn't allow comments at all.  Their recommendation is something similar: pre-process the text to strip out the comments before feeding it into the JSON decoder.

The trick is to be careful so as not to change the line positions.  Otherwise the error messages are all wrong.  For comments you just replace the blocks with blank lines, but getting fancier requires cooperation with the assembler (e.g. support for #line directives).
