That's a great observation because that is what fast food business owners told WA and CA pols when they were pushing their minimum wage increases. Fast food isn't a career job. The employees would actually make out better with the lower wages because they qualified for various forms of public assistance. With the increases, it lifted many just over a threshold where they didn't qualify for some anymore. There's plenty of jobs out there where families can't make ends meet without some sort of help. It's that way in every country.
