How does a menu option appear in a browser's menu tree if it was not coded
to have that option by the developer?

The fact that there are exceptions is proof that it is the developer's
decision to add it or not.

A common print dialog could be coded to provide these PDF services on Linux.
(Aside from the print to pdf which is already ubiquitous).

I'm not writing 5 GUI programs.  I'm not writing one.  The principle
I demonstrated in the CLI program pertains to any GUI program which
might be coded to take advantage of these tools.  If you think it does
not, then you need to explain why you think it does not.
