I pursued this with the government entity involved. The response I got was: "The RMS is required to comply with Privacy Laws and other road transport legislation when dealing with any personal information including credit card details. You need to re-enter your credit card details through a secure platform for verification purposes." This is, of course, total garbage. I've asked for specifics. I'll see what happens. Sylvia.
