There is a known lack of bandwidth issue with some areas that are 
oversubscribed, but unfortunately it seems* that Virgin don't tell their 
customers the exact situation until they are trapped in a contract.

So quiz neighbours before signing up. I would have though the chaps at 
SamKnows would have had independently viewable stats up online somewhere 
to aid folks in choosing their service.
