Maybe, maybe not. I have Zoom while holding Control for my Magic Mouse 
and this zooms the whole screen. I can zoom the FF window alone with 
Command and scroll by finger rub on the mouse. 

If I change the Sys Pref option to Command to zoom with the mouse, it 
then makes this the zoom all over monitor, Control rub then works just 
for the FF window! 

There is a need to distinguish between types of zooms... whole screen 
mag up and down, browser viewport content up and down and then there 
is the further subtlety to distinguish between browser Zoom and Zoom 
Tex Only.
