This is done in an, apparently forlorn, attempt to prevent discussions being derailed by irrelevancies, especially by people who actively seek to derail discussions. The expression "proper time" is the accepted way of describing the passage of time at a place and velocity as it would be measured by an exact clock positioned at that place and having that velocity.
