Plus, if a hurdle is added to prevent the smallest of parties entering a 
parliament, it prevents balkanisation of the political process.  This is 
what happened to the Weimar Republic and a material contributory factor 
to Hitler's ascent to power: their setup had no bottom limit, so any 
tiny party with strictly local support or a single charismatic 
politician was able to enter the national parliament and collectively 
they paralysed the entire system.
