Its about 'medicated childhood'.

There are certain behaviours that children usually have (like playing), 
what are regarded as 'disease' and medicated.

This is certainly evil blunder, but it is also difficult to understand, 
what these people have in mind.

First: psycho-active drugs are means of last resort and should not be 
applied to children, if possible.

Second: children play! That's what children do - usually. So how could 
there be any kind of disease diagnosed if kids show such a habit?

Third: legal punishment is not applicable to children under a certain 
age. In Germany we have 14 years as such a limit and have real problems 
to understand, how kids could been thrown into jail for throwing a snow 
ball.
