Not quite. On my Moto G phone which is now on Lollipop, I've not found a 
way of installing apps on the SD card. I always have to install them in 
the phone's memory - but some apps can then be moved to the SD card.

It seems to me to have more to do with whether an app allows itself to 
be moved than with Lillipop per se.
