It could be word count.

I think at Harry Potter's school, essays are written 
on continuous scroll, with length specified in feet 
(i.e. 12 British inches).  My next thought is "scrolls
probably come in set lengths" and then "but there's magic
so maybe they don't", but I don't remember examples
of the last.
