If possible I'd like to be able to specify the track and sector the file added will start at. I assuming you're talking about writing to a DOS 3.3 ? I don't know how AC works but I can give some info on DOS 3.3: Normally, DOS 3.3 reserves the *entire* track $2 even though it never uses the last few sectors!! The first track with no data would naturally be Track $3, Sector $0 -- not sure why it is starting at sector $1. (DOS 3.3 is also dumb that you can never store data on track 0 but I digress.) Does AC use the VTOC (Track $11, Sector $0) to determine what the first free sector is? Some of the modified DOSes (Pronto-DOS, IIRC) free up part of Track $2 for data.
