I thought these files were protected by the OS. It's embarrassing. The fact that the operating system keeps breaking itself is the reason why it becomes "slow" over time for a majority of its users. The problem is that the users have no idea how to fix this and there is no useful utility which does these kinds of repairs for them. They'll clean the cache and properly uninstall software, but they won't usually touch the system files.
