Though I think the wording was more like "let's allow everyone to have touchtone access, but we'll do it only if we get the fee in a different fashion". The CRTC decided that it couldn't be added to the regular fee, so Bell wasn't willing to give up that surcharge, so you still have to pay extra for touchtone. It wasn't fair to the people who wanted to pay the minimu. And yes, the touchtone surcharge started off to pay for the equipment, but that's all been paid for long ago and dial phones are probably a liability, but since they can squeeze more money with the surcharge, they aren't going to give it up. I suspect most people pay the surcharge. On the other hand, we couldn't use touchtone here until October of 2012, we never bothered paying for it, but it was cumbersome dealing with some places that wanted touchtones for controlling their phone system. I know you can flip the switch or whatever, but that wasn't helpful in that particular case. But the one Bell phone in the house is still a dial phone. Michael
