GCC verbose compilation

I would like to have gcc output like the following 
(excerpt from bzip2 compile)

gcc -fpic -fPIC -Wall -Winline -march=x86-64 -mtune=generic -O2 -pipe -
fno-strict-aliasing -g -D_FILE_OFFSET_BITS=64 -c blocksort.c
gcc -fpic -fPIC -Wall -Winline -march=x86-64 -mtune=generic -O2 -pipe -

This is the results from some packages like bison

  GEN      lib/ref-del.sed

  CC       src/bison-complain.o

  CC       src/bison-getargs.o
  CC       src/bison-gram.o

The make line used for both packages: 

make VERBOSE=1 -j8

Why does some packages not obey the VERBOSE flag?

Can I change the make line to get the results I am looking for?
