It's not a special file system; it's properly documented files. If
it's a readable file, open it and read. If it's not a human-readable
format, open the README file in the same folder.

You'd send a manifest file to a CM or consultant? How do you generate
that? What does it look like? How does it reference or name individual
files?

I recent sent design files to a CM, for a product that we license to
another company. It's a ZIP file, and the first thing you see is a
nice README.TXT file, with everything explained in direct English. I
doubt that any automatic database app can write clear English.

No. It does exactly what it's supposed to do. I wrote it.

I let my people know what's expected.

I saw some Windows source code. Each procedure has a fill-in-the
blanks form inside, author/date/etc.
