I have an Android app which monitors the battery when it is charging but on my tablet the app says some chips are missing so it can only give approximate info. Presumably other devices have this chip which reports on battery activities. On my tablet, the app says it will give an approximate value for the charging current although I'm not sure how it's doing that.
