Not really.  The streets with girls' names are almost all short and 
inconsequential residential.  The important thoroughfares are mostly 
surnames, genereally recognizing important maen.  I would not be surprised 
to learn that the rationale for changing "Jemima" to "Elgin" was along those 
lines.  I'm pretty sure there was no direct connection to Winnipeg, but the 
8th Lord Elgin was important in Canadian History as Governor of Upper and 
Lower Canada. Or it might have been to honour some man from Elginshire.  (I 
haven't researched this.)
