AA you vastly underestimate the creative ability of gummint bureaucrats
to extract money from public sheeple.
Being ID-less will NEVER be tolerated. Every citizen MUST be given a
number at birth that tracks their every move until they die. If the
"driver's license" story doesn't sell then a new one will be invented.
As for drunk drivers, we've already crossed that hurdle where being
drunk as a passenger or having booze in the car is taken as being the
same as drunk driving. Even better with computer-controlled slave
population you can rig it so that say the car passenger doesn't put
their seatbelt on. The computer notices, informs the authorities, writes
a ticket and withdraws the fine and court costs from your bank account
while you are still riding in the car. That should make driving safer
for everyone. If just one life is saved, it's worth it!
