He didn't have to create new specifications but used the specs of implementations which were 1. a good idea 2. possible to implement and 3. had an exmple of implementation on several hardware platforms. he also didn't have to juggle the OS development with making new hardware work. He was able to do great work because of the previous work other OS developers did, especially the tools, including the compiler work. /BAH
