rc-status seems to always show services as started, regardless of whether they're running or not.

For instance,
> \> sudo rc-service tor stop
> Stopping tor daemon...done.
> \> rc-status
> Runlevel: default
> ...
>  tor                                                               [  started  ]
> ...
> \> rc-rc-service tor status
> tor is not running ... failed!

I think it showed started/stopped status properly in debian trixie, so presumably it's not supposed to work like this?

This seems to happen for all services (tor was just an easily stoppable example).
