The problem is this Makefile snippet:

override_dh_auto_build:
	$(checkdir)
	set -e; for s in $(subdirs_build); do \
		$(MAKE) -C $$s all; \
	done
	touch build
--8<---------------cut here---------------end--------------->8---

which means that CFLAGS isn't passed down to the subinvocation of Make.

So perhaps the best fix would be something like this:
