Given the nature of linters and packages like mypy, they are not well 
suited to be used for tests in autopkgtests (they are great for upstream 
CI of course). I can't see from the output of the test logs, but I'm not 
surprised that with new versions of mypy, tests that use it fail. As 
this blocks migration of mypy in Debian, that's not great. (I've added a 
hint to unblock it).

Failing autopkgtests on amd64 and arm64 are considered RC bugs per RT 
policy [1], so unless this is a regression in mypy behavior (please 
clone and reassign if that's the case), this bug is RC for sqlalchemy. A 
lesser solution is to update the output of the test to the new behavior 
of mypy.
