" Position: Static;  Top: -99 "  should be ( but isn't ) the same as:

  1.) Position: Relative;  Top: 0;  Left: 0;  
      Bottom: 0;  Right: 0;  Z-Index: 0;
  Or
  2.) Position: Relative;  Top: Auto;  Left: Auto;  
      Bottom: Auto;  Right: Auto;  Z-Index: Auto;

For some odd reason, I have to use #1 ( or #2 )
when I want "Position: Static" for:

  li#pt-notifications-notice
    a.mw-echo-notifications-badge.mw-echo-notifications-badge-all-read

  Wikipedia.ORG/wiki/Anthony_Scaramucci

The DOM Inspector says it's " Position: Static;  Top: 0 ";
but it's not, not unless I use #1.  Note, I also do:

  :not(#▲):not(#▲) {  
    Width:    Auto !important;  Height:      Auto    !important;
    Min-Width:   0 !important;  Max-Width:   3800px  !important;
    Min-Height:  0 !important;  Max-Height:  None    !important;    }
