Halting isn't just not running anymore because the 'machine' that is running it has broken, but is actually reaching a designated 'halt' state. It is possible to 'design' a halting calculation that would never halt in the lifetime of the universe, because the number of steps it needs to reach that final state exceeds the finite number of time quantum in the expected lifespan of the universe (and maybe uses more storage than particles in the universe). But this is still considered a 'Halting' computation, as theoretically we know that it WILL get then in a finite (but stupidly large) number of steps. Dispite what we might think of the name, Computation Theory isn't really about what we think about as a 'Computer' but the fundamental mathematical concept of a 'Computation' which computes some result using finite mechanical operations.
