I'm not making a mess, I'm trying to fix an existing mess. And yes, I've
rebooted so many times today that I felt like I was running Windows.

cat /etc/default/locale
LANG=en_CA.UTF-8
LANGUAGE=en_CA:en
LC_TIME=en_CA.UTF-8

# locale -a
C
C.utf8
en_CA.utf8
en_US.utf8
fr_CA.utf8
POSIX

Also:

$locale -a
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
C
C.utf8
en_CA.utf8
en_US.utf8
fr_CA.utf8
POSIX
