I happen to be staring at dask at the moment, and indeed, lintian tripped on the broken doc-base entries caused by the empty package. In essence, the building procedure looks to rely heavily on resources on the web, and required extra steps in past uploads to stay in working conditions. There are patching stubs already present replacing some of the remote resources by some locally packaged ones, but I didn't really grasp how the whole thing worked to extend on that.
