First, for symmetry with "apt install", you would need APT::AutoRemove::SuggestsImportant "false"; Still, a package could have been automatically installed due to a dependency, but it may be in another OR dependency, in which case apt will not propose its removal, even though the OR dependency would still be satisfied.
