If it helps, you can ignore most of it.  The pieces that we care about
are:

1) the <exclamation-mark> character ( '!' ) shall replace the <circumflex>
   character ( '^' )

2) A bracket expression starting with an unquoted <circumflex> character
   produces unspecified results.
