Can you please show the error you got from the upload?  Package
acceptance and dinstall are not tightly coupled, at least for unstable.
What we call dinstall is just the process of bundling everything up and
shipping it out for everyone to use.

Not sure what you mean.  Can you please explain the workflow you are
talking about?

It takes up to three hours.  This process includes the overall updates
to all the mirrors outside of Debian.
