Dear Maintainer,

Since the move to 3.4.1, libcloud fails autopkgtest when either:
 * Internet access is not available
 * http_proxy or https_proxy is set

In Ubuntu, the attached patch was applied to achieve the following:

  * Disable test that requires access to the Internet.
  * Applied patches forwarded upstream to fix failures when HTTP proxy
    variables are set (LP: #1972888)
