Some more troubleshooting clues:

1.  I have previously run Windows 7 on the same computers and have not 
seen the same keyboard and mouse problems.

2.  When I connect the keyboard and mouse to a MacBook Pro, the mouse 
works correctly and the keyboard works (differently; it's an Apple).
