Strange, I get:
$ dpkg -L gcc-mingw-w64-i686-win32-runtime | grep libgcc_s
/usr/lib/gcc/i686-w64-mingw32/10-win32/libgcc_s_dw2-1.dll

I had hoped that the Wine packages would refer to that, but unfortunately 
that is not the case.
