I'm not aware of anything needing to write to /boot during boot.

As far as I know /boot can even stay unmounted (or read-only), except 
for kernel, bootloader, etc. upgrades.

What am I missing?

    apt show grml-rescueboot

(which of course won't help if the boot device is failing, but then you 
have bigger problems anyway)
