  understand the complexity involved of managing 51,000
packages already established procedures and tools set up 
to work with things as they currently are.  add in that
this is all for multiple hardware types from embedded
systems up to mainframes.

  if you want to see an example of what it takes to
make changes to this sort of layout google "Debian
merged /usr" and read those threads.  :)
