Are you sure you have the right wget?  It works for me:

root@debian:~# cat /etc/debian_version
9.13
root@debian:~# apt-cache policy wget
wget:
  Installed: 1.18-5+deb9u3
  Candidate: 1.18-5+deb9u3
  Version table:
 *** 1.18-5+deb9u3 500
        500 http://security.debian.org stretch/updates/main amd64 Packages
