They built on silt that shifts as the river changes course, and is naturally unstable. It's not "permafrost" and never has been, due to the river flowing through there and constantly changing course, as can be proven via the many oxbow lakes and relict channels that have formed after the river changed course. The drainage channel that the residents built to drain water away from the town has shifted, as channels are wont to do in a river delta, eating away at the outside of the bend of the channel, which just so happens to coincide with where the town sits.
