It is configurable (vm.overcommit_memory and some other parameters).  The
default potentially depend on the distribution (here I think the default
was heuristic before I changed it).  My understanding is that with "never",
there are common situations which require far more memory than needed (ISTR
for instance forking will require the possibility to really duplicate the
process although it will often be followed by a fork) but I don't remember
having had issues with "never"; note that I've setup a swap and rarely I
push the system so that swapping is needed.

Excepted the "temporary need for fork", the other major use case (excepted
lazy memory handling) seems to be applications which are playing tricks
with the virtual memory such as using a large sparse array.

ISTR that AIX also has that feature,
