One change I would like to see is to require reporting an error if a
base other than 0 or 2..36 is passed. N1570 leaves the behavior
undefined. (glibc returns 0 and sets errno to EINVAL, which is not one
of the standard values defined in 7.5 <errno.h>).
Perhaps the committee didn't bother to define error detection for the
base because the base is usually a constant.
