There were several proposed systems that would have done those things.

The entire sordid affair is well documented in the debian-dev archive.
Anyone who wasn't there but is interested in the history should read it
before commenting.

I don't think Systemd was the best choice but I do think it solved more
problems than it created.

Sysvinit was *broken*.
