Since we aren't telepathic it seems the most polite and sensible thing is to take them at their word.

But of course the human mind isn't that much an integrated whole. It's completely normal for someone to simultaneously hold two or more mutually incompatible belief.

So, as far as belief is concerned, we must turn to the deliberative system which is the part of a person we converse with to judge between their beliefs.

I think a belief is a semi-independent brain circuit which, once formed, argues it's case with the rest of the brain, monitors what we experience for confirmations of itself.
